Why local history matters
Rockford was founded in 1834-1835 on the Rock River and originally called 'Midway' for sitting halfway between Chicago and Galena, before being renamed for the rocky ford across the river; it received its city charter in 1852. By the first half of the 20th century, Swedish craftsmen and the Rock River's water power had made Rockford the second-largest furniture-manufacturing center in the United States, and the city was also known as 'the Screw Capital of the World' for its fastener industry.
What that means for water damage restoration today
That furniture- and machine-tool-era industrial boom left Rockford with a housing stock built in distinct waves: dense east-side neighborhoods and bungalow-era blocks tied to the Rock River's water power, followed by a long run of postwar and subdivision construction radiating out into Loves Park, Machesney Park, and the other surrounding towns through the 1950s, 60s, and 70s. Water damage work splits across this framework in a way worth understanding. The emergency phase — extraction, removal of saturated material, drying — is not construction and generally is not permitted. The reconstruction that follows is, and where it involves plumbing, electrical or mechanical work it sits squarely inside Rockford's requirement, with residential plan review through Construction & Development Services. That is another reason to have mitigation and reconstruction quoted separately: they are different scopes with different permitting, and often different companies.
